The Ascendant (20 Aries) is Plaintiff Democratic Voters who alleged that Defendant Canvassing Board (7th house, 20 Libra) engaged in illegal conduct by allowing unsupervised Republican workers to modify requests for absentee ballots. The modifications were, as alleged by Defendant Canvassing Board, the addition of voter registration numbers and the last 4 digits of social security numbers. Nothing more. Absentee Ballots (the actual vote) were not altered.
What is hilarious about this, is that the Republican requests for absentee ballots were so poorly executed by the alleged voter. Republican lawyers and pundit spinners accused Democrats in Miami-Dade, West Palm Beach and Volusia County of being too stupid to punch a stylus into a ballot card. How do Republicans answer to the fact that Seminole and Martin County Republicans were "too stupid" to fill out their request forms?
The chart for the ruling in favor of Defendant Canvassing Board is clear on its face. Mars, the ruler of Plaintiff Democrat Voters is in the 7th house of the Canvassing Board. In other words the Plaintiff's ruler is in the defendant's territory. Mars is also peregrine (no essential dignity) and does not aspect Saturn, ruler of the Judges (12 Capricorn Midheaven). Saturn on Caput Algol in the Plaintiff's second house of helpers is retrograde, and rules the 10th house South Node (15 Capricorn). What that equates to is "Status Quo Antes" or "it will remain as it was before." If the South Node is the past, then retrograde Saturn indicates no chance of "undoing what was already done."
The fourth house of the chart, which symbolises all voters in the matter, is at 12 Cancer 57, which is only 50 minutes shy of a conjunction with George W. Bush's natal Sun (13 Cancer 47 on lucky Sirius). Mars, in the 7th house (Plaintiff-Voter's ruler) is conjoined to Bush's progressed Venus (22 Libra). His progressed Venus is the ruler of "Status Quo Antes" Saturn. In light of the foregoing, it is astrologically clear why Bush-Canvassing Board won this particular contest.
However, transiting Venus had already changed signs at 3:39 AM EST on December 8 (moving from Capricorn to Aquarius) and is in the 10th house of the Judges in this chart. Transiting Venus, no longer the chart ruler of retrograde Saturn, foreshadowed the Uranian upset to Bush when, hours later, the Florida State Supreme Court ruled in favor of hand recounts for Gore in counties such as Miami-Dade where no recount had occurred. Until the U.S. Supreme Court granted Bush's "Stay of Execution [counting the votes] Pending Appeal" on December 9, 2000 at 2:45 pm EST, Al Gore had a 12 hour window in which to celebrate his short rewards.
