ubya's Tax Cut, a sham created out of cardboard and duct tape, is already under fire, as "Administration officials said late last week that this year's budget surplus may be far smaller than anticipated . . . Democrats warn that the administration may have to dip into surplus Social Security or Medicare funds." Yahoo/ABC News. This should come as no surprise, as regular Starcats readers will note that I discussed the topic during the December 2000 Capricorn Ingress.
"The Capricorn ingress chart "births" at the Solar Eclipse on Christmas Day. The Midheaven (7 Capricorn) is only a
degree shy of December 30, 2001's Solar eclipse (8 Capricorn MC), a degree already sensitized by virtue of the fact
that our Christmas eclipse does have an 8 Capricorn Midheaven if cast for Philadelphia, Pennsylvania, birthplace of the
Declaration of Independence and the U.S. Constitution. The MC and South Node ( both Saturn ruled) for the eclipse in
Philly falls in the Declaration of Independence chart's second house: the people's assets. The first words out of my
mouth? "There goes our money. . . ."
The issue at hand we ought to remind ourselves of is this administration's use of Neptune (remember, it was in the 10th house of the Inauguration Chart!) in disingenious ways to dismantle many of the fundamental rights Americans have enjoyed, as well as access to much needed progressive social programs. Dubya's obsession with faith-based program reform has nothing to do with what he believes as a so-called Christian. Neptune, again, is the "cover" for the right wing's hatred of democratic spending on programs which advance the common good. Their plan should be plain: they'd like to do as much as possible to dismantle the Federal Government. Without a strong center for the nation to look up to (and currently there is no one we can trust in this administration), hope for redress of grievances skates on thin ice.

O'Neill would also like to see Social Security and Medicare abolished. Apparently, hard working people should be prepared to labor until they drop while Exxon, Microsoft and Intel stockholders retire early. Someone has to do their laundry, and according to O'Neill, it might as well be us. Dubya's cabinet is filled with nut cases.]
Bush's chart shows Eclipse Venus at 29 Taurus (ALCYONE¹) in the 10th house of his chart. "Bereavement, mourning, sorrows and tragedies." (Eric Morse) Anne Wright's Fixed Stars.
Ms. Wright further notes: "General influence of the Pleiades: According to Ptolemy they are of the nature of the Moon and Mars; and, to
Alvidas, of Mars, Moon and Sun in opposition. They are said to make their natives wanton, ambitious, turbulent,
optimistic and peaceful; to give many journeys and voyages, success in agriculture and through active
intelligence; and to cause blindness, disgrace and a violent death. Their influence is distinctly evil and there is
no astrological warrant for the oft-quoted passage Job (xxxviii. 31) "Canst thou bind the sweet influences of
Pleiades…? "which is probably a mistranslation. (Robson)."
Bush's Solar Return, Natal Chart Relocated to Washington, DC

July 5th's Lunar Eclipse finds the Sun at 13 Cancer (conjoined to the USA's Sun and Bush's natal 12th house Sun) and the Moon at 13 Capricorn. Bush's 6/12 house axis takes the hit. Most likely we'll see him retreat ever more to Camp David, the Crawford Ranch, and perhaps to Kennebunkport, Maine (the Bush Family compound). Venus on Alycone in Bush's intercepted 10th house sextiles his 12th house Saturn at 26 Cancer (falling in the USA's 8th house of loss) and trines the USA's Pluto (27 Capricorn). As Mercury, now out of retrograde status, moves to 0 Cancer/Ingress Degree (the same day transiting Jupiter does the same) on July 13, 2001, the Alcyone "message" (via Mercury) may be delivered. I think it is more than likely that Mercury is the chief agent -- the bearer of bad tidings to Bush. Mercury and the Moon's transits will quickly become the chief triggers, along with lunar hits to impatient Mars retrograde in Sagittarius.
As Mercury's transit through Cancer (8th house of the USA chart and the 12th house of Bush's chart), unfolds we will start to witness more "endings." The USA's chart is in line for a "Mercury Return" on July 28, 2001. Here is where Bush and the USA's Saturn-Pluto opposition take a major hit. It may be that Bush vetoes the Patients' Bill of Rights as further pay off to the huge lobbies who put him in office. That is, if the bill doesn't get hung up in the House until 2003, a rumor set forward by Tom Delay. On July 10, 2001, transiting Saturn (10 Gemini) makes its first hit to the GOP's (see chart) natal Saturn [Saturn Return]. As you can see, the GOP's natal Sun is 14 Cancer -- right in line with Bush's and the USA's natal Suns. Since transiting Saturn (the limiter) falls in Bush's 11th house of Congress, we have already seen how his relationships have changed radically even within his own conservative and moderate GOP base. If Bush is losing his own people by continued harassment of moderate Republicans, it won't be long until his isolation is complete. Bush's elite, aloof disengagement from the presidency itself has pundits and people alike worried. When Venus crossed CAPUT ALGOL on July 2, 2001 (26 Taurus), the public criticism leveled at Bush was just that -- an aloofness that separates him from the people. There is "no head of state" with which to feel secure.
Summing up: from July 5 forward, Bush will face the most critical time of his new presidency, a time which may well cripple it overall. Don't start dancing yet. Neptune is still Bush's chief ally. How far he can push it remains to be seen. However, except for Karen Hughes, who is smarter than many Bush foes give her credit for, no one around him seems able to connect with the core: this president has failed to connect the people to a larger vision; he has no agenda other than rewarding big business; and he lacks the necessary gravitas to appear as anything other than a clown. Bush has failed at every venture he attempted. His "successes" were dependent upon those who bailed him out of failed oil deals. He also failed to clearly win the Presidency of the United States. Without Injustice Scalia and the X-treme Court bailing him out, Bush would have long since been back to baseball.

the Pleiades, or Seven Sisters; the seven stars which are situated on the shoulder blade of Taurus, the Bull.
Alcyone is often seen as representing the whole group that are all situated within one degree of longitude. This
cluster of stars were seen by some Romans as a hen with her chicks, with Alcyone as "The Hen". The Pleiades
have been called "The Guardians of the Sky". Pleiades (Peleiades) means, "flock of doves", also related to the
